“Bow to” means to finally agree to do something, even though you do not want to. The NCAA, the governing body of university sports, first announced that the NCAA basketball tournament would be held without any fans to prevent the spread of the coronavirus. Later, the NCAA finally agreed to cancel the tournament altogether due to strong pressure to do so. You could also say the NCAA “bowed to” the pressure and canceled the tournament entirely.
