“Choke off” means to bring to a stop or an end. Planting invasive species in a foreign habitat may “choke off,” or bring an end to, other plant species nearby. “Choke off” is frequently used to describe stopping someone from speaking. For example, in a debate, a speaker may “choke off” his opponent before he is finished, or stop his opponent’s speech before he is finished.
