“Double digits” can refer to any number that is between 10 and 99. A digit is a single number character from 0 to 9; therefore, the number 12 has two digits: 1 and 2. If your rent increases by double digits, your rent has increased by at least 10% in a year. If a basketball player has more than 10 points, he has double-digit points in the game. (A double-double in basketball is double-digit points and double-digit rebounds.)
Inflation in some areas reached double digits this year, but it appears to have cooled off in many parts of the world.
