If something is “fishy,” it creates doubt or suspicion. An anonymous group took credit for the monolith and is currently trying to profit off of selling replicas. Maybe it was them; but something is “fishy,” or something is suspicious about the situation. The suspect’s alibi story about being out of town is “fishy.” There’s another more literal way to use this term, which means that something resembles fish.
