A free for all is a situation that is out of control. Picture a classroom of children in which the teacher has no control. The kids are doing whatever they want: playing, running, jumping, throwing things. That is a free for all. It’s an uncontrolled situation in which people do what they please—usually causing chaos. An administrator in San Francisco said the new electric scooter program is a free for all because people can leave the scooters where they please—including in places they probably shouldn’t.
