Head-scratcher

If something is a “head-scratcher,” it is confusing, mysterious, or hard to understand. Some of the Tokyo Olympics protocols were real “head-scratchers.” Some of the protocols were confusing in how they actually prevented the virus from spreading and seemed to be more for show.
