International incident

A small event that becomes a conflict between two countries is called an “international incident.” When the CFO of Huawei was arrested in Canada, it quickly became an international incident, because China then retaliated against Canada by arresting two Canadians. The killing of Jamal Khashoggi became an international incident: the Saudi government likely did not want the issue to become a matter of world concern, but it did.
