“No wonder” or “it’s no wonder” is used to say that something is not surprising. In the past, the NASA program costs were exorbitant and the design was inefficient, so it was “no wonder,” or not surprising, that the US didn’t have a space shuttle for almost a decade. You might say that it’s no wonder that the kids were so excited to fly, since they had never been on a plane before.
