Pay lip service

To “pay lip service” to something means to say that you support or agree with it without doing anything to prove it. Many doctors just “pay lip service” to adequate sleep. Doctors say that they support getting adequate sleep, but don’t take action to encourage their patients to do it. A politician might “pay lip service” to improving homelessness during his campaign, but when elected to office, he might not actually do anything to help the homeless.
