This meaning of “sitting” is not related to physically sitting, like sitting in a chair or sitting on the couch. Rather, a “sitting” president or congressman is one who is currently in office. Joe Biden is trying to do something very difficult: defeat Donald Trump, who is the “sitting,” or current, president. The state bill was supported by the “sitting” congressman.
