When you say “in the first place,” you mean “at the beginning.” This is typically used when you’re looking backward at something and thinking about what should have been done at the beginning. Britain is currently unable to agree on a way to leave the EU. They are now debating the range of different types of treaties they might negotiate, which is what they should have done in the first place (at the beginning). Instead, they are doing it at the last minute.
