If someone is “loony,” they are crazy or silly. It’s short for “lunatic,” which is a crazy person. By the 1990s, UFOs had become the joke they are today – “loony” people, or crazy people, from long ago who looked up in the sky and thought aliens were coming to Earth. His family thinks he’s a little “loony” because he believes in several government conspiracy theories.
