To “strike a deal” means to come to an agreement, usually after some negotiation. ExxonMobil and Guyana’s government “struck a deal,” or came to an agreement, that ExxonMobil will extract the oil off Guyana’s coast. In return, ExxonMobil will pay the Guyana government a royalty. Let’s say you agree to repaint your entire rental house, and in return, your landlord agrees to give you a lower rent. You could say that you “struck a deal” with your landlord.
