To throw someone off

When you try to throw someone off, you try to distract that person, or you try to stop him from doing what he’s trying to do. Paparazzi are celebrity photographers. They were trying to get pictures of the outdoor Game of Thrones scenes while the scenes were being filmed. But the GOT creators didn’t want anyone to know what was going on. So they created fake scenes to throw the paparazzi off. They tried to throw them off by making fake scenes, so the photographers wouldn’t know what was going on.
